A landlord has been has been sent to jail for two and a half years after pleading guilty of breaching the Regulatory Reform order, at Norwich Crown Court.
A young woman living in one of his properties suffered severe burns.
Fire inspectors give evidence that Mr Billings failed to provide a working fire alarm, an insufficient number of fire doors, and adequate means of escape. In addition, gas appliances in the properties had not been serviced or properly inspected.
There was also no fire alarm maintenance or any records that fire alarm testing or the records of the testing were in place.
The fire broke out on 14 April 2009 in Ms Skalli’s bedsit, part of three adjoining houses in multiple occupation above retail premises in Magdalen Street, Norwich. Miss Skalli was unable to escape from the fire because her sash window could only be opened by 4 inches and the staircase was blocked by thick black smoke
Due to no operational fire alarm, not alarm was raised.
